Job Description
World Vision Ethiopia is seeking a highly qualified and experienced Health Systems Strengthening Lead to provide technical leadership in designing, implementing, and strengthening healthcare systems and service delivery.
The position holder will lead health systems strengthening initiatives, improve the quality of clinical services, support institutional capacity development, and strengthen collaboration with government health institutions and development partners.
The successful candidate will play a key role in improving primary healthcare services, health governance, workforce development, supply chain systems, health information management, and continuous quality improvement.
Key Responsibilities
Provide technical leadership for health systems strengthening programs.
Design and implement strategies to improve primary healthcare and clinical service quality.
Strengthen governance, leadership, health financing, human resources, and health information systems.
Develop and implement clinical mentorship, supportive supervision, and quality improvement systems.
Strengthen referral-based service delivery models and healthcare networks.
Collaborate with the Federal Ministry of Health, Regional Health Bureaus, and Woreda Health Offices.
Support institutional capacity strengthening and workforce development.
Promote the use of DHIS2, eCHIS, and routine health data for evidence-based decision-making.
Coordinate multidisciplinary teams and establish effective partnerships with government institutions and development partners.
Manage technical workplans, deliverables, budgets, and program performance indicators.
Monitor and evaluate program implementation and recommend improvements.
Qualifications & Experience
Education:
Medical Doctor (MD), or Bachelor's Degree in Public Health, Nursing, or Health Officer.
Master's Degree in Public Health, Health Systems, Health Services Management, Quality Improvement, or a directly related field.
Current professional registration/license with the relevant Ethiopian professional body, where applicable.
Professional Experience:
Minimum of 8 years of relevant experience in health systems strengthening, clinical service quality, or health service management.
At least 3 years in a technical advisory or technical leadership role within a donor-funded program.
Experience designing and managing clinical mentorship, supportive supervision, and quality improvement systems.
Experience working with government health institutions and development partners.
Experience with facility readiness assessments and facility improvement plans.
Working knowledge of DHIS2 and eCHIS.
Preferred Qualifications:
Partnership Management certification.
Organizational Capacity Strengthening certification.
Project Management certification.
Other related professional qualifications.
Required Skills
Strong leadership and project management abilities.
Excellent analytical and problem-solving skills.
Strong communication and stakeholder engagement.
Experience in health program monitoring and evaluation.
Excellent report writing and coordination skills.
